Preface
The development of new energy vehicles is a necessary path for China to move from an automotive powerhouse to an automotive powerhouse, and is an important strategic lever for addressing climate change and promoting green development. In 2020, the State Council issued and implemented the "New Energy Vehicle Industry Development Plan (2021-2035)", which clarified the "three horizontal and three vertical" technical route and specific task measures, providing important support for regional road traffic carbon reduction development and industrial synergy. Under the guidance of China's new energy vehicle development strategy, national ministries and commissions have successively launched a series of pilot projects such as "Fuel Cell Vehicle Demonstration City Cluster", "Pilot Application of New Energy Vehicle Exchange Mode", and "Comprehensive Electrification of Public Sector Vehicles", encouraging regions with conditions and enthusiasm to promote the application of new energy vehicles and drive industrial synergy, Gradually promote the construction of a "green, low-carbon, and sustainable" healthy development ecosystem for regional road transportation systems.
Xiamen, as one of the four earliest economic special zones in China's reform and opening up, continuously consolidates and enhances its advantages in "dual circulation", and always adheres to the development of advanced manufacturing industry represented by new energy vehicles. In recent years, with the efforts of the Municipal Party Committee and Government, a package of policies to promote the development of new energy vehicles has been issued, including the Implementation Opinions on Accelerating the Promotion and Application of New Energy Vehicles to Promote Industrial Development. Driven by the dual engine of "policy+market", as of the end of 2022, the number of new energy vehicles in this city is 114000, accounting for about 5.74%. The density of charging stations in the core area is about 24.5 units/square kilometer, which is higher than the national average level. A development ecology of "vehicle pile accompaniment, coordinated development, market and industry synergy" has been basically constructed.
In order to further strengthen the top-level design of the development of new energy vehicles in Xiamen, clarify the development goals and specific tasks at different stages, and consolidate the responsible parties, this plan is specially formulated. The planning period is from 2023 to 2025, and this document will serve as an important guiding document for the phased development of new energy vehicles in Xiamen.

Firstly, the promotion and application of new energy vehicles have a solid foundation. As of the end of 2022, the total number of new energy vehicles in this city was 114000, accounting for about 5.74%, which is higher than the national average level. The electrification of urban public transportation, online rental services, cruise rental services, tourism passenger transportation, postal transportation and other fields has rapidly increased. Among them, the promotion of electrification of urban public transportation and rental vehicles accounts for more than 50%, ranking first in the province. As a national logistics hub and an international shipping center in the southeast region, Xiamen Port has also taken the lead in promoting electrification nationwide. The city's onshore bridges, gantry cranes, on-site flat transportation equipment, and port operation equipment have basically been electrified, and the proportion of pure electric transport vehicles within the port exceeds 30%.
Secondly, the construction density of charging stations ranks among the top in the country. In recent years, the construction of charging and swapping infrastructure in the city has significantly accelerated, and the layout of charging piles has been continuously optimized. The number of charging pile constructions inside and outside the island has remained relatively stable, but the concentration of construction on the island is relatively high. The density of charging piles in the core area has reached 24.5 units per square kilometer, which is a leading position in China. The municipal level charging infrastructure platform is constantly improving, and a public charging facility service system with a focus on intercity fast charging stations, residential areas, and unit parking lot charging piles has been preliminarily formed.
The third is that the charging and swapping operation business model is relatively mature. Our city is actively exploring battery swapping models and has established a relatively mature battery swapping business model in the field of passenger cars. With no additional financial subsidies, we can basically achieve a balance of income and expenditure. In the field of commercial vehicles, in accordance with the principles of government support and guidance, as well as social capital operation, key enterprises in the city actively promote the battery swapping mode of urban waste vehicles and freight logistics in specific scenarios, and carry out pilot battery swapping for "fixed-point and fixed route" transportation in the region. In terms of charging stations entering residential areas, a pilot promotion model of "one network access" and "unified construction and operation" has been launched, and meter reading to households has been basically achieved, providing convenient conditions for the construction of charging stations in the private sector.
Fourthly, the introduction and cultivation of core industries have begun to take shape. Vehicle companies are actively laying out product transformation and upgrading, and have achieved the development from a single passenger car product to a comprehensive freight product line, achieving a multi product line layout for new energy vehicles. Actively carry out project introduction and training, gather a group of leading and key supporting projects in the new energy industry chain, and gradually form a new energy industry cluster with power batteries and energy storage batteries as the main development entities, upstream materials and core components, downstream new energy charging and swapping and testing platforms as supporting facilities. The field of intelligent connected vehicles has formed an industrial chain of core components for intelligent connected vehicles, automotive chips, high-end automotive display modules, and other products. Some products have entered the world's first tier of competitiveness, and we are accelerating the construction of the only provincial and domestically first-class full lifecycle product research, verification, and evaluation platform for intelligent connected vehicles.
The fifth is to promote industrial openness and cooperation through policy location advantages. Xiamen, as a leading area for reform and opening up, has multiple overlapping advantages such as economic zones, BRICS innovation bases, free trade pilot zones, self created zones, maritime cooperation strategic pivot cities, comprehensive reform pilot zones, and cross-strait integration development demonstration zones. It is one of the system integration areas with the highest density, greatest intensity, most concentrated measures, and most prominent effects of major reform pilot policies in China. At the same time, Xiamen is also one of the four major international shipping centers under national key construction and the highest level international comprehensive transportation hub. The port container throughput ranks 14th in the world and the comprehensive competitiveness of foreign trade ranks 7th in the country. Highlighting policy and location transportation advantages has effectively driven the open cooperation of the city's new energy vehicle industry and technology.
Sixth, a high-quality business environment promotes the healthy development of industries. As a leader in the ranking of business environment in domestic core cities, Xiamen has long been benchmarking against international first-class economies such as Singapore, ranking first in the ecological civilization index in the country, and has been awarded the "United Nations Habitat Award" and "National Ecological Garden City", enjoying the reputation of "International Garden City". The construction of education, medical care, elderly care, housing and other security systems continues to strengthen. In the 2022 Small and Medium sized Enterprise Development Environment Assessment Report released by the China Small and Medium sized Enterprise Development Promotion Center under the Ministry of Industry and Information Technology, it ranked 7th in the country. A highly convenient business environment and a strong sense of market acquisition will effectively assist in strengthening, supplementing, and extending the supply chain, and promote the high-quality development of the industry.
The seventh is the prominent advantage of industrial talent resources. The city has leading research and development institutions such as Xiamen University, as well as industry university research cooperation platforms. Through a comprehensive, multi-level, and integrated talent policy matrix of "Group Heroes Revitalize Xiamen", it aims to create five talent projects: "Golden Hero Leading", "Silver Hero Soaring", "Green Hero Talents", "New Hero Sprouting", and "Flying Hero Singing", achieving a positive interaction between enterprises and talents, and promoting the integrated development of cities and talents. The overall scale of the automobile industry in the city is relatively small, and the proportion of high-precision and cutting-edge technology enterprises is not high, and a relatively complete local supporting system has not yet been formed. The electrification rate of waste dump trucks, concrete mixer trucks, environmental sanitation vehicles, logistics vehicles and other fields is less than 10%, and the level of electrification needs to be further improved. The structural scarcity of charging infrastructure, the relative scarcity of charging parking spaces (especially dedicated piles for medium and heavy trucks), and the difficulty of charging piles entering residential areas still exist.

(2) Basic principles
1. Adhere to the combination of overall planning and hierarchical promotion
Coordinate short-term and long-term goals, based on the existing development foundation of Xiamen's automotive industry, pay attention to the systematic and collaborative development of Xiamen's automotive industry, and plan for future actions. Strengthen collaboration among municipal departments, match resources reasonably based on demand and positioning, cultivate key industries according to local conditions, and create industrial clusters led by benchmark industries.
2. Adhere to the combination of internal cultivation and external attraction
Integrate our city's advantageous industrial resources, tilt land, talent, and funds towards local potential enterprises, and gradually cultivate a group of specialized, refined, and new "little giant" enterprises in the field of new energy vehicles. Strengthen investment attraction and external cooperation, innovate investment promotion models, and focus on the core goal of "filling the gaps in the industry" to introduce a group of cutting-edge enterprises, potential projects, and top-notch talents.
3. Adhere to the combination of independent innovation and open cooperation
Highlight the position of enterprises as the main body of innovation, accelerate the construction of the industry university research and application innovation system, focus on carrying out key core technology research and development in the field of new energy vehicles, and form independent development capabilities. Deeply integrate into the new development pattern, adhere to opening up and cooperation with the outside world, strengthen collaborative cooperation with neighboring provinces and cities, promote complementary and coordinated development of regional industrial advantages, and achieve win-win cooperation.
4. Adhere to the combination of market orientation and demonstration applications
Taking the market as the guide and application as the goal, fully leverage the decisive role of the market in resource allocation, promote the participation of enterprises in market competition throughout the city, and stimulate innovation vitality. Support the construction of various innovative carriers and accelerate the development of electric vehicles in the public sector. Promoting innovation through application, cultivating new technologies, exploring new models, and giving birth to new business formats.
3、 Development goals
(1) Significant breakthroughs have been made in the demonstration, promotion, and application of pure electric vehicles
1. Demonstration in the field of public transportation. The addition and replacement of urban public transportation and ride hailing taxis will use pure electric vehicles; The principle for the addition and replacement of patrol taxis and postal logistics vehicles in the core urban areas of the island and off the island is to use pure electric vehicles, and guide other logistics vehicles to use pure electric vehicles. By 2025, all new and replaced vehicles in the public sector will adopt pure electric vehicles, achieving good leadership results.
2. Leading in the field of social operations. In the field of official vehicles, state-owned enterprises and institutions such as party and government agencies, public institutions, and state-owned enterprises shall, in principle, adopt pure electric vehicles for addition and replacement of vehicles, except for special scenarios such as physical support for work, emergency response for emergencies, special professional technical vehicles, and law enforcement duty vehicles; In the field of tourist buses, all newly added and replaced vehicles within the island's scenic areas will use pure electric vehicles, and it is encouraged that newly added and replaced vehicles outside the island's scenic areas will use pure electric vehicles; In the field of sanitation vehicles, all new and replaced sanitation vehicles in the core urban areas of the island and off the island are pure electric vehicles. The proportion of new and replaced vehicles in other areas using pure electric vehicles is not less than 60%, increasing by 20% year by year, and reaching 100% by 2025. It is encouraged that government agencies and state-owned enterprises and institutions use the proportion of pure electric vehicles as the evaluation factor when purchasing sanitation services.
3. Driven by the field of engineering vehicles. In the field of engineering applications such as urban waste dump trucks and concrete mixer trucks, the proportion of new and replacement use of pure electric vehicles shall not be less than 40%, and shall increase by 20% year by year, reaching 80% by 2025; In the field of port and airport vehicles, the proportion of newly added or replaced pure electric vehicles shall not be less than 40%, and shall increase by 10% year by year, reaching 60% by 2025. 100% of newly added or updated logistics vehicles in the port area shall use pure electric vehicles; Encourage all levels of finance and state-owned enterprises to use the proportion of pure electric vehicles as the evaluation factor in the bidding documents for construction projects. Actively explore commercial models and application scenarios for battery swapping in the field of engineering vehicles.
4. Improvement in the field of shipbuilding. Support the priority use of electric powered vessels for the addition and replacement of new vessels in scenic areas, entertainment venues, ferries, and other fields; Encourage other fields to add and replace ships with electric powered ones.
(2) Basic implementation of vehicle road collaborative intelligent transportation
Accelerate the construction process of "dual intelligence" cities. Starting from the field of public transportation, by 2025, some autonomous and conditionally autonomous vehicles will achieve large-scale promotion.
High level construction of road infrastructure is achieved. By 2025, the public sector charging station service network will be further improved, the pile to vehicle ratio will continue to increase, the construction density of charging stations on the island will continue to maintain a leading position nationwide, and the distribution of charging stations outside the island will be more reasonable.
(3) The local automotive parts industry chain is becoming more complete
Based on the foundation and brand advantages of existing vehicle enterprises in this city, we focus on core components such as power batteries, intelligent connected networks, automotive electromechanical integration, and automotive semiconductors, and promote the upgrading of industrial foundations and modernization of industrial chains through measures such as fixed chain, strong chain, and complementary chain. By 2025, a high-quality supporting base for core products of new energy vehicles will be basically established, and the local key component industry chain will be improved.
4、 Key tasks
(1) Focusing on low-carbon demonstration and promoting the electrification process in the transportation sector
1. Accelerate the comprehensive electrification of public sector vehicles
Continuously promote the electrification and replacement of existing traditional energy buses. By 2025, achieve comprehensive electrification of vehicles in the public transportation sector throughout the city.
Strengthen the guidance of policies to replace the electrification of cruise and online taxi hailing services. Deepen the implementation of the "Management Measures for the Operation and Service of Online Booking Taxi in Xiamen City", and add or replace all online car hailing services with pure electric models; For enterprises or individuals who scrap traditional energy cruising taxis in advance, additional quotas for purchasing new licenses and related fee reductions will be given based on the number of years and quantities of early scrapping, in order to accelerate the promotion of pure electrification of cruising taxis in this city.
2. Promote pure electric vehicles in the field of social operations
Support the electrification development in the private bus industry. By setting up dedicated charging spaces for pure electric buses in areas where social buses are concentrated, such as tourist attractions, transfer stations, and transfer hubs, we guide and support private operating vehicles to achieve electrification substitution.
Promote the replacement of pure electrification in the field of municipal environmental sanitation. Support environmental sanitation enterprises to jointly tender and purchase new energy vehicles to reduce procurement costs; Construct a batch of new energy sanitation vehicles with unified parking, charging, and maintenance points in areas with low personnel density to reduce enterprise operations

By optimizing the vehicle usage environment, we aim to accelerate the comprehensive electrification of vehicles in the field of environmental sanitation.
Official vehicles are updated to achieve full electric replacement. The official vehicles equipped by the Party and government organs, public institutions, state-owned enterprises and other state-owned enterprises and institutions in this city, except for special scenarios such as physical support for work, emergency response vehicles for emergencies, special professional technical vehicles, and law enforcement duty vehicles, are all updated and replaced with pure electric vehicles, with the electrification of official vehicles as the starting point, forming a demonstration and guiding role for large-scale promotion and application.
3. Accelerate the pilot demonstration of pure electrification in special scenarios
Support the demonstration application of the power exchange mode for waste dump trucks and concrete mixer trucks. Standardize the application, approval, construction, and operation processes for the construction of battery swapping stations, and support the installation of short-term mobile battery swapping devices in centralized operation locations for waste trucks and concrete mixers, such as project locations, dumping points, and commercial mixing stations; Solve bottleneck problems such as insufficient range and long charging time of heavy-duty vehicles through centralized battery swapping, while further standardizing relevant vehicle transportation routes and strengthening monitoring of vehicle operation standards; In terms of infrastructure construction and operation, we support diversified forms such as financing leasing for the construction and operation of battery swapping stations, and promote the high-quality replacement and demonstration application of pure electric vehicles for waste dump trucks and concrete mixer trucks.
Supporting the replacement of pure electric loading and unloading equipment and vehicles within the port, and creating a green and clean Xiamen Port. Encourage all port areas in this city to carry out pure electric substitution of traditional vehicles and loading and unloading equipment, with a focus on container transport vehicles, tractor tractors, loaders, stackers, forklifts, shuttle buses, employee commuting vehicles and other freight and passenger transportation scenarios, and create a number of automated and electrified terminal demonstration projects throughout the city; Supporting the replacement of pure electric vehicles for internal use at Xiamen Airport, and the addition and replacement of shuttle buses, guided vehicles, and other vehicles with civil aviation licenses on site should generally adopt pure electric vehicles to promote the electrification development of the city's transportation sector.
4. Support the update and replacement of pure electric ships
Encourage offshore vessels to prioritize pure electric substitution. Focus on scenic spots, entertainment venues, ferry terminals and other scenes in coastal areas, and encourage the priority use of electrified products in various scenarios such as connecting ships, ferry ships, and island sightseeing ships. At the same time, support the rational layout and construction of shore based charging piles and stations to ensure the demand for pure electric ships.
5. Guide the private sector to purchase and use pure electric vehicles
Strengthen publicity and guidance, encourage the purchase and replacement of pure electric vehicles in the private sector. Intensify the promotion of the products and characteristics of pure electric vehicles and intelligent connected vehicles through media promotion, conferences and exhibitions, sports events, cultural tourism, and other means, and deeply tap into the private consumption potential of the pure electric vehicle market; By providing discounts and exemptions for pure electric vehicle parking in areas such as roadside parking spaces, public parking lots, and scenic parking lots on the island of this city, we aim to promote the consumption of pure electric vehicles in the private sector and the replacement of traditional fuel vehicles.
(2) Strengthen supporting facilities and build a moderately advanced network of charging and swapping facilities
1. Accelerate the network layout of public charging and swapping infrastructure
Strengthen the construction and operation management of public charging and swapping infrastructure. Introduce management measures for the construction and operation of charging and swapping infrastructure, strengthen the data access and information monitoring of the charging facility supervision platform in this city, and ensure the normal operation of the supervision platform. Guide relevant enterprises to jointly establish a charging and swapping facility operation service platform, achieving interconnection, information sharing, and unified settlement. Based on differentiation in social attributes, location distribution, and usage frequency, scientifically and reasonably promote the construction and operation of charging stations in different fields and scenarios, and improve the level of service guarantee.
Optimize the layout of charging and swapping facilities both inside and outside the island. Mainly focusing on centralized charging and swapping infrastructure for residential parking spaces, bus rental stations, and commercial parking lots, supplemented by charging and swapping infrastructure for social public parking lots and roadside temporary parking spaces, supplemented by charging and swapping infrastructure for medium and large swapping stations, charging stations, and high-speed service areas, to improve the charging and swapping infrastructure network in this city. Based on the specific characteristics and population distribution of Xiamen region, optimize the layout of charging and swapping infrastructure both inside and outside the island reasonably, implement classified construction and step-by-step promotion in different application scenarios and supporting vehicle models, and achieve the goal of "fully utilizing the station".
Accelerate the orderly coverage of fast charging networks on highways and island roads. Accelerate the construction and layout of fast charging stations and battery swapping stations in the service areas of expressways and island roads in this city, and achieve the integration and coordination of the main framework of rapid transportation and the charging and battery swapping network in the entire area. Among them, advance the improvement of the island tourism road. Strive to achieve a coverage rate of no less than 80% for highway service areas and island expressway fast charging stations by 2025.
Improve the construction process and regulatory mechanism of battery swapping stations. Promote the planning and site selection of battery swapping stations, simplify the approval process for battery swapping station construction, optimize the acceptance requirements for battery swapping infrastructure, guide relevant units in the public transportation sector to optimize the spatial layout of battery swapping stations, strengthen the operation supervision mechanism of battery swapping stations, integrate various data of battery swapping station operation into the local charging and swapping infrastructure monitoring platform, and promote the healthy development of battery swapping models.
2. Promote the construction and installation of charging facilities in residential communities
Improve the mechanism for promoting the construction of charging facilities in residential communities. Explore and promote the "Internet connected" model of community charging piles, implement the responsibilities of real estate (housing) administrative departments, street offices, community (village) committees and other grassroots management institutions, coordinate the interests of property management, power grid, owners, equipment suppliers and other parties, and guide the construction of community charging piles by promoting a unified "guide" for community charging pile construction.
Differentiate and promote the construction of charging piles in various residential areas. Classify communities based on old communities, secondary communities, and new communities. Strictly implement the requirements for charging pile construction in newly built residential areas; Reasonably plan and promote the construction and renovation of charging piles for different attribute communities in the secondary new community; Taking the renovation of old residential areas and rural revitalization as opportunities, we will accelerate the expansion of the power grid, parking space allocation, and charging infrastructure construction in old residential areas. We will accelerate the access and renovation of charging piles in old residential areas through various means.
Innovate the commercial model of residential community charging services. Promote the orderly charging and "unified construction and operation" business model of multiple users in residential areas, unified construction by power grid departments, and unified operation and maintenance by third-party units, while reducing costs and improving standardization. Explore the establishment of a time sharing mechanism for charging parking spaces, encourage new models such as "nearby parking space sharing" and "multiple vehicles and one pile", and more efficiently utilize the charging infrastructure within the community to alleviate the shortage of charging piles in old and new communities.
(3) Improve the innovation system and support the growth and strength of vehicle and component enterprises
1. Continuously improving the technological innovation competitiveness of vehicle enterprises
Support vehicle enterprises to improve their product systems. We will focus on the development direction of electrification, intelligence, and networking, fully support vehicle enterprises to grow and strengthen new energy vehicles, expand new energy trucks, box trucks, and specialized vehicles on the basis of the existing commercial vehicle system, especially accelerate the electrification of specialized vehicles such as waste dump trucks, mixer trucks, and sanitation vehicles, and build a complete and clear new energy brand value system. Taking the brand as the driving force, we support the construction of technological innovation, production and manufacturing, quality control, after-sales service, brand communication, and other capabilities for whole vehicle enterprises.
Encourage the intelligent transformation of whole vehicle enterprises.
