According to the Interim Measures for the Management of Recycling and Utilization of Power Batteries for New Energy Vehicles (Ministry of Industry and Information Technology Joint Section [2018] No. 43), the Interim Provisions on the Traceability Management of Recycling and Utilization of Power Batteries for New Energy Vehicles (Ministry of Industry and Information Technology Announcement No. 35 of 2018), and the Implementation Plan for the Pilot Project of Recycling and Utilization of New Energy Power Storage Batteries in Xiamen (Xiamen Battery Recycling Office [2019] No. 1) and other relevant spirits, In order to do a good job in the pilot work of recycling and utilization of new energy vehicle power batteries in Xiamen, accelerate the construction of a battery recycling and utilization system, we are now soliciting demonstration network units for waste power battery recycling services, and cultivating regional center stations for waste power battery recycling and utilization. The relevant matters are notified as follows:

1、 Scope of solicitation

Enterprises involved in the production, use, recycling, and comprehensive utilization (including cascading and recycling enterprises) of new energy vehicle power batteries (hereinafter referred to as power batteries) within the administrative jurisdiction of Xiamen City, including power battery production enterprises; New energy vehicle production enterprises (including importers), sellers, maintenance providers, lessees, etc; Scrap car recycling and dismantling enterprises; Power battery comprehensive utilization enterprise; Related scientific research institutions and industry organizations, etc.

Recycling service outlets: Demonstration outlets for power battery recycling services refer to places where waste power batteries are placed during the collection, classification, storage, and packaging processes. According to their scale, facilities and equipment, storage time, management requirements, etc., they are divided into collection type recycling service outlets, centralized storage type recycling service outlets, and regional center stations.

（1） Collection type recycling service outlets. Refers to a recycling service facility with a certain dedicated storage area and facilities that can temporarily store waste power batteries, and includes low-speed vehicles, disposable lithium batteries, non-standard batteries, etc. in the recycling scope; The storage area should not be less than 10 square meters, and the storage capacity of waste power batteries should not exceed 5 tons.

（2） Centralized storage type recycling service outlets. Refers to a recycling service facility with a large storage area and relatively complete facilities and equipment that can store waste power batteries for a long time, and includes low-speed vehicles, disposable lithium batteries, non-standard batteries, etc. in the recycling scope; The storage area should not be less than 100 square meters, and the storage capacity of waste power batteries should not be less than 30 tons.

（3） Regional central station. Refers to large stations that meet certain conditions within a certain area and engage in the recycling, storage, and transportation of waste batteries. At the same time, they are encouraged to have functions such as disassembly, testing, cascading utilization, and regeneration. The regional center station has completed the task of recycling and disposing of waste power batteries within the jurisdiction of Xiamen City, and has included low-speed vehicles, disposable lithium batteries, non-standard lithium batteries, etc. in the recycling scope, achieving full collection of receivables and nearby recycling; The storage area should not be less than 1000 square meters, the storage capacity of waste power batteries should not be less than 100 tons, and the storage capacity of waste power batteries should not exceed 200 tons.

2、 Application conditions for recycling service demonstration network

（1） Having independent legal personality, complying with relevant laws, regulations, policies, and standards in the construction and production process, and operating production normally; There have been no major or higher production safety and quality accidents, or Level III (major) or higher sudden environmental pollution incidents in the past three years;

（2） Engaged in the production, sales, dismantling, and other related activities of new energy vehicles, as well as the production, sales, and comprehensive utilization of power batteries within the administrative jurisdiction of Xiamen City;

（3） Comply with relevant management requirements such as the Interim Measures for the Management of Recycling and Utilization of Power Batteries for New Energy Vehicles (Ministry of Industry and Information Technology Joint Section [2018] No. 43) and the Interim Provisions on the Traceability Management of Recycling and Utilization of Power Batteries for New Energy Vehicles (Ministry of Industry and Information Technology Announcement No. 35, 2018);

（4） Meet the requirements of the "Guidelines for the Construction and Operation of Power Battery Recycling Service Network for New Energy Vehicles" (Announcement No. 46 of the Ministry of Industry and Information Technology in 2019) and other relevant laws and regulations;

（5） The regional central station must meet the conditions of "having the ability to access the traceability management platform for new energy vehicle power batteries through information technology" and "no less than 5 employees engaged in battery recycling".

4. Application report for Xiamen Waste Power Battery Recycling Regional Center Station (provided by the application regional center station);

5. Other supporting documents.
