South African Ministry of Finance has announced the application requirements for the 4 billion Rand (about US$ 221.9 million) residential photovoltaic systems subsidy program launched in February this year. According to the plan, homeowners or tenants of houses can apply for a subsidy equivalent to 25% of the cost of photovoltaic modules, up to a maximum of 15000 Rand (US$ 800).

When mentioned the new regulations, the South Africa government pointed out: “Taxpayer can apply for subsidies in the 2023 or 2034 claim period, while temporary taxpayer can apply based on temporary and final payments. If ones have VAT invoice, they can separate the cost of photovoltaic modules from other items and attach proof of payment, they can apply for subsidies.

In addition, the South Africa government requires that photovoltaic systems purchased between March 1, 2023 and February 29, 2024 must obtain a compliance certificate, as well as the compliance certificate of Electrical Installation Regulations (2009 Edition) .

This term clearly stipulates that photovoltaic modules eligible for subsidies can be installed as part of new photovoltaic systems or existing photovoltaic systems, with a minimum output power of 275W. The portable photovoltaic system does not meet the requirements of the plan.

The South Africa government stated that there is no ownership limit on the subsidy provided, so the photovoltaic system installed by homeowners or tenants of houses is match the condition, but only the one who pays for the photovoltaic modules can apply for a tax refund. If the residents who have partial ownership of the house can install their own photovoltaic modules, they can also obtain subsidy. However, legal entity cannot apply for this subsidy.

Energy storage system, inverter, diesel generator and installation costs are not coverd by this plan. The South Africa Photovoltaic Industry Association (SAPVIA) has criticized some changes to the plan.
