ICIS, a global energy and chemical industry market information service provider, said that India plans to become a producer and exporter in green hydrogen by 2030, and a discussion with domestic and foreign investors to promote the financing of domestic clean energy projects is in progress.
According to the data, the Indian government has approved 48 proposals from various industries, which will have a green hydrogen capacity of 3.5 million tons per year by 2030. As a part of India’s plan of “National Green Hydrogen Mission” launched in January this year, the capital expenditure will reach 197.4 billion rupees (about RMB 17.23 billion yuan), which aims to make India a global center for green hydrogen manufacturing and export, with an expected capacity of 5 million tons per year by 2030, so that India can achieve net-zero targets by 2070.
India is also inviting global private enterprises to invest the green hydrogen projects. Senior officials from India’s Ministry of New and Renewable Energy said government loans and subsidies will reduce the cost of green hydrogen production and help India provide green hydrogen at competitive prices in the export markets.
According to Reuter's News Agency, India is discussing a possible agreement to supply more than 10 million tons of green hydrogen to the European Union, while the EU invests in clean energy projects in India. A potential India-EU agreement could allow EU enterprises to earn carbon credits by investing in renewable energy projects in India.
To help India achieve its green hydrogen production targets, the World Bank stated in June that it had approved a loan of $1.5 billion to finance the country's low-carbon energy development, which will help India expand its renewable energy projects. “The plan will support the successful implementation of India’s plan of ‘National Green Hydrogen Mission’ to stimulate $100 billion in private sector investment by 2030,” said Auguste, the director of the India Bureau of the World Bank.
Many large enterprises in India, especially some refineries, have announced upcoming construction of green hydrogen projects. Reliance, which aims to become carbon neutral by 2035, is building an integrated project to make the electric tanks, batteries and other equipment needed to produce green hydrogen. India’s state-owned refiner announced to produce 30,800 tons of green hydrogen per year by 2030. Indian Oil Corporation, the largest state-owned refiner in India, plans to start operating a 7,000-ton green hydrogen production facility in Panipat, Haryana by 2026. Future plans include building green hydrogen process units at all of its refineries. Bharat Petroleum plans to build an electrolysis plant to produce green hydrogen; Hindustan Petroleum Corporation Limited is building a green hydrogen plant at its Visakhapatnam refinery with a capacity of 7,300 tons per year by 2025; Mangalore Refinery and Petrochemicals Limited expects to commission a 500-ton per year green hydrogen pilot plant by 2024, while Numaligarh Refinery plans to launch a 5,000-ton per year green hydrogen plant in Assam in 2030; Chennai Petroleum Co., Ltd. will put into operation a 1,000-ton per year green hydrogen plant by 2027.
Indian states are also finalizing plans to encourage green hydrogen production. For example, Maharashtra launched a green hydrogen policy in July to provide concessions and allot land for green hydrogen projects; Gujarat has allocated large tracts of land for green hydrogen projects, while Orissa, Kerala and Karnataka are also planning to set up green hydrogen centers.
