Green supply chain management integrates the concept of full life cycle management and extension of producer responsibility into the traditional supply chain management, relies on the supply relationship between upstream and downstream enterprises, takes core enterprises as the fulcrum, and promotes enterprises in the chain to continuously improve environmental performance through green supplier management and green procurement, so as to expand the supply of green products.

Since reform and opening up, China has made remarkable achievements in its economic and social development. In 2010, China's GDP surpassed that of Japan and became the world's second largest economy, making important contributions to global economic growth. However, it can not be ignored that in the rapid industrialization process of China, serious resource and environmental problems have emerged. Resource and environment constraints have become a prominent bottleneck restricting China's industrial sustainable development. In the new century, while the practice of green supply chain in developed countries is becoming more and more mature, China, as the world's largest manufacturing country, has stepped up the construction of relevant systems and the pilot demonstration work. It has issued the outline of the 13th five year plan for national economic and social development, the guiding opinions of the general office of the State Council on actively promoting the innovation and application of supply chain, the outline of the development plan for Guangdong, Hong Kong and Macao Bay area Policy documents such as the industrial green development plan (2016-2020) and the work plan of the Ministry of environmental protection for promoting green manufacturing projects have formulated standards such as the green supply chain management guidelines for green manufacturing manufacturing enterprises, and implemented projects such as green manufacturing system integration, green manufacturing demonstration, supply chain innovation and application pilot demonstration. The enthusiasm of domestic enterprises in building green supply chains has been significantly improved, It has formed many good practices and contributed China's strength to the innovative practice of green supply chain.

Guided by the new concept of development, resolutely abandoning the development model that damages or even destroys the ecological environment, and resolutely abandoning the practice of sacrificing the ecological environment for one-time and one-place economic growth are not only becoming the consensus of the whole Party and the people of the country, but also becoming a new driving force and growth point of economic development.

China Green Supply Chain Alliance (hereinafter referred to as "the alliance") is a national, comprehensive, service-oriented and non-profit cooperative organization initiated and established by the international economic and technological cooperation center of the Ministry of industry and information technology in conjunction with relevant enterprises, universities, scientific research institutes, financial institutions and industry associations in accordance with the principle of equality and voluntariness with the support of the Ministry of industry and information technology. It aims to gather key industry backbone enterprises, industry organizations, third-party institutions, financial institutions, scientific research institutions and other forces, integrate resources, cooperate and interact, actively carry out green supply chain management and technology innovation, green supply chain standardization research, green supply chain evaluation and service, promote international exchanges and cooperation, explore green supply chain investment and financing modes, and comprehensively promote green supply chain related work. Since the establishment of the green supply chain alliance, it has carried out a series of work, mainly including: first, it has carried out research on issues related to the green supply chain, compiled and completed the evaluation index system of green supply chain management enterprises in the machinery industry and the China Green Supply Chain Development Report (2019); Drafting more than 10 green supply chain standards in the fields of photovoltaic, machinery, electronics and appliances. The second is to promote excellent green supply chain management practice cases, summarize six enterprises' green supply chain management practice cases, and promote them through the website of the Ministry of industry and information technology and the wechat. Third, we promoted the pilot demonstration of green supply chain and supported the Ministry of industry and information technology in selecting the fourth batch of green supply chain demonstration units. Fourth, relying on industry leading enterprises and relevant institutions, we will promote the establishment of special committees in photovoltaic, large-scale engineering equipment, green finance, building materials, signs, batteries, electrical and electronic fields. Fifth, organize exchanges and seminars, organize and hold important activities such as the fourth green supply chain management seminar for manufacturing enterprises, the green supply chain management policy interpretation, promotion and technical innovation seminar, the Sino French "green manufacturing partners" model experience exchange meeting, the photovoltaic green standards working group meeting and expert seminar. Sixth, we strengthened field research and visited more than 50 institutions and enterprises in Beijing, Shandong, Hebei, Zhejiang, Hubei, Guangdong, Jiangsu and other places. To a certain extent, these related works have promoted the research and practice of green supply chain.

The China green supply chain development report is the annual development report of the green supply chain industry prepared by the China Green Supply Chain Alliance under the guidance of the energy conservation and Comprehensive Utilization Department of the Ministry of industry and information technology. By combing and analyzing the theoretical research and practical status of China's green supply chain management, it can grasp the trend and study the future, and provide reference for the government, enterprises, institutions and third-party institutions. The 2019 annual report integrates experts from the international economic and technological cooperation center of the Ministry of industry and information technology, the public environment research center, the Beijing entrepreneur Environmental Protection Foundation (Alxa see), the Beijing Representative Office of the natural resources protection association (the United States), the Tianjin demonstration center of the APEC green supply chain cooperation network, the green consumption and green supply chain alliance, and other institutions The pioneers of green supply chain practice such as Lenovo (Beijing) Co., Ltd., BAIC Motor Corporation, Canon (China) Co., Ltd. and China Hewlett Packard Co., Ltd. shared relevant cases, including legal and policy studies, as well as third-party and enterprise practice cases.
