建材行业碳排放数字化公共服务平台具备绿色低碳技术和绿色低碳产品的开发、验证、应用推广的基础技术平台赋能能力，包括工厂碳排放、装备产品碳足迹、建筑碳排放评价等子平台，并即将陆续建成碳资产管理、绿色低碳技术验证平台、绿色低碳产品检验检测平台。

平台面向企业、行业、区域、政府提供绿色低碳公共服务。打造集绿色低碳检测验证、计量、标准、咨询、知识产权、工业诊断、技改的一站式服务模式。

平台自主开发针对双碳目标的管到位、算准确、权威评、专业改的一站式服务体系。其创新性在于：

1、管得到位

面向政府、行业、企业等各类客户，提供碳资产监控、碳资产交易、指标分配、消耗监控、预警指导生产等功能服务。

2、算的准确

实现对工厂企业、装备产品、建构筑物等不同对象碳排放的精细化计算和实时动态监控。

3、评的权威

围绕绿色低碳技术、绿色低碳产品，建立专业的、覆盖全业务链的多维度评价指标体系和模型，取得评价认证资质，广泛汇聚检测监测和咨询资源。

4、改的专业

汇聚行业资源，提供减碳技术方案、控碳技术方案、设备及工艺技改升级方案，装备智能制造升级服务。

六、项目简介（英文）

The digital public service platform for carbon emissions in the building materials industry shall have the capabilities of basic technology platforms for the development, verification, application and promotion of green and low-carbon technologies and green and low-carbon products, including sub-platforms for carbon emissions from factories, carbon footprint of equipment products, evaluation of carbon emissions from buildings, etc., and will soon be built into carbon asset management platforms, green and low-carbon technology verification platforms and green and low-carbon product inspection and testing platforms.

The platform provides green and low-carbon public services for enterprises, industries, regions and governments. Build a set of green low-carbon testing and verification, measurement, standards, consulting, intellectual property rights, industrial diagnosis, technical transformation of the one-stop service model.

The innovation of the platform lies in:

1、 Proper management

Provide functional services such as monitoring of carbon assets, trading of carbon assets, allocation of indicators, monitoring of consumption, early warning, guidance of production, etc to various customers such as the government, industries, enterprises, etc.

2、 Accurate calculation

Realize the meticulous calculation and real-time dynamic monitoring of carbon emissions of different objects such as factories, enterprises, equipment products and buildings.

3、 Authority of evaluation

We shall, by focusing on green and low-carbon technologies and green and low-carbon products, establish a professional multi-dimensional evaluation index system and model covering the whole business chain, obtain evaluation and certification qualifications, and extensively pool testing monitoring and consulting resources.

4、 Changed specialty

Pool industry resources, provide carbon reduction technology programs, carbon control technology programs, equipment and technology upgrading programs, equipment intelligent manufacturing upgrade services.

目前天津院已在俄罗斯、印度等金砖国家实施水泥厂EPC项目若干，未来也将持续在全球范围内提供工程建设总承包服务，各工程总承包项目将在项目当地实时采集原材料运输、设备制造、建筑建造、水泥生产等材料、能耗数据信息。在此基础上，建材行业碳排放数字化公共服务平台可对各工程总承包项目进行数据统计，对工程全生命周期在当地造成的碳排放量进行计算，对比生成更加环保的建设方案，依据碳排放量科学指导生产计划，能够有效从数字化层面助力国家间的低碳合作。
